At the state level, workforce development starts with strong visionary experienced leadership. A workforce commission is formed with a multi-faceted approach that direction and engagement with industry leaders, community development organizations, and small to mid-sized businesses.

States such as Texas have implemented Tri-Agency initiatives by identifying long-term workforce development needs and enterprises around the sate.  Regional workforce boards are created as “boot” on the ground, ensuring that all size employers have access to a skilled workforce.

Also,  these boards are tasked with making sure that residents in need of jobs and career training are aware of the opportunities in their regions.
